I think this must be a mistake by the internal rating function. It doesn't need any vh step.
Code:

+-------+-------+-------+
| 1 . . | . . 7 | 9 . 4 |
| . 3 . | . 8 . | . . . |
| . . . | . . 6 | . 2 . |
+-------+-------+-------+
| 4 . 6 | . . . | 8 . . |
| . . . | . 5 . | . . 7 |
| 7 . . | 6 . 9 | . . . |
+-------+-------+-------+
| . . 5 | . . . | . . 3 |
| . 7 . | . 4 . | . 1 . |
| 8 . 9 | . . 2 | . . . |
+-------+-------+-------+

Hi Clement, I think you got tricked by the wrong rating! Your grid can be solved using just basics. There's a hidden pair 29 in row 2 (corrected on 09/05/21, it previously said 'column 2') which leads to a unique 5 in column 1 and then from there it can eventually be solved.

I think this is a grid that Keith might approve of. For a p&p solver there are a lot of hidden pairs and a triple and this requires a lot of diligence to hack your way out just using basics.
