I got lucky. There is a one-stepper that is available after only solving three cells.

I don't know about the three cells, but it was a one-stepper.

Only three cells have been solved. They are marked #.

The skyscraper on 9 in R28 solves R7C6 as 1, and the puzzle.

Well, I had more moves and more fun with my four steps.........

AUR (89)r45c37 external implications to prevent the DP: r17c7=9; r45c7<>9 (Not helpful but fun move.)

xy-wing by extending the vertex of potential xy-wing-369: (3=6)r3c9-(6=9)r2c8-r8c8=r8c4-(9=7)r1c4-(7=6)r1c5-(6=3)r1c3; r3c23<>3

AUR (47)r56c17: (3)r6c7=(8)r5c7-(8=3)r4c7; r46c8,r7c7<>3

Flightless xy-wing 12-6 vertex (12)r5c6 with pseudocell (16)r27c6 plus transport (6)r2c6-r2c8=(6)r1c9; r6c9<>6
