Yes. According to Sudoku Susser, one naked pair and one hidden pair, plus singles.
I don't recall the moves I used when I solved it.

Does that mean the Susser is the way that everyone is going to do it? The point I'm trying to make is that I thought basics could vary depending on the sequence in which the player populates the grid, sometimes discovering moves during this process that wouldn't be necessary as part of basics if he populated it differently. |

I think SS will find the hard points that everyone has to solve. At each move, naked single, hidden single, naked pair, hidden pair, naked triple, hidden triple, line/box interactions, quads, remote pairs. Then, it goes on with fish, XY-wings, XYZ-wings, etc. You can exclude or reorder the sequence of what it looks for.
I think most solvers are similar, though draw/play is not explicit about "why".
So, in this puzzle, singles get you here:
