 Funny you should point those out. They're exactly the first things I looked at as well.
 
 I saw the *5's as "external outs" that proved r7c3<>5. Also, (5)r3c3=(5)r7c9  does the same thing, but zaps (5)r3c9  as well (also fruitless.)
 
 The 246 DP is a Type 1 BUG-Lite.
 
 This concludes my observations on how not to solve this puzzle
