Two steps:
XY-Wing 789 pivoted in r2c9; r1c9 and r6c8<>7 opens another
XY-Wing 157 pivoted in r1c8; r6c1<>1 which solves it.

Actually a one steper solution is the W-Wing 16 with Strong Link 1 in col 9; r4c8<>6.
